It's not really THAT dangerous to have C4. As far as explosives go, it's pretty safe. It won't go off if shot, it also won't go off if caught on fire. Really the only thing that will make it explode is a combination of shock and heat, so in other words an explosion. And if you are in an explosion, you are screwed anyways.
