#72 was from Kirby's Dreamland 3. She had the broom ability in that game. But in this game, you'll only find her in stage 6-2, along with another one of her kind there as parts of the eerie scenery.

Flutters and Kekes are not even enemies. They are background elements and are completely harmless. Kekes though are actual enemies in KDL3 so I do not know why they aren't in this game.
