The origin of Pembroke Welsh Corgi is a cattle dog in Wales,England. To prevent tail is stepped on by cattle while corgi driving cattle in the pasture, tail was cut off.
It is meaningless today as a pet, but this traditional custom remains and many people recognizes corgi is the dog without tail(^^;

Honesty as a Japanese, it seems to me that Wales is less familiar country than others as well as Union Jack is composed of only England, Northern Ireland and Scotland.
We may not be on the Union Jack, but we have Y Ddraig Goch, the Red Dragon Flag, its a much cooler design than the other flags which are just crosses.
