The march is Eagle Squadron by Kenneth Alford. The band [I believe] is the Life Guards, who are sometimes a horse band. The Eagle Squadron was American servicemen fighting with the British Air Force during WWII. After the US entered the war, they transferred to the US Army Air Corps

Yes, this is the band of the Life Guards. They are part of the Household Cavalary and also perform whilst riding at events like Trooping the Colour and the Lord Mayors Show.
