You may not like Leonard and I admit that early in his career I did not either however if you talk to experts most recognize Leonard's greatness. Your opinion is in the minority but I respect it. I saw Mantequilla at the World Boxing Hall of Fame in LA when Duran got Inducted back in 2006 and I asked him who was his toughest opponent to which he replied that "they were all tough but I made it look easy". Watching these highlights I can see why. To me, Robinson, Napoles and Leonard were the best Welters if all time.
