On Canada's Worst Driver there's a guy who was handicapped in a car crash because of a distracted driver. He was almost killed and because of it he can't drive well because he's nervous and everything.

Sacramento - A bill to raise the fine for using your cell phone while driving is close to becoming law.

The bill just needs Governor Jerry Brown's signature.

The total fine will vary based on local fees in your area.

For your first violation, you can expect the fine to go from about $208 to $328. Right now, a second offense will cost you about $328.

Under the new law you would pay $528.

The governor is expected to sign the bill into law.
