I disagree. If that was the case every guy would say I love you & not truely mean it. Wheras a kiss is a sign of affection, not love. There's a difference. Also the big deal is the character progression Derek makes, but only when he's with Sally... Sometimes Martie, and Emily in a few Eps... So when normally he acts heartless & cold, him saying he loved Sally, even if it slipped out, was a big breakthrough. That and it was the cutest thing I've seen in my life tbh.
