If no shoulder belt is available, it is more dangerous for a child to be in the back seat.

Also, children in the back are easier to forget, leading to heat related deaths.

Subtracting the heat related deaths from the lives 'saved' gives the number of 165 (could not find current data on lap belt only deaths).
