Yeah it is an original piece for the show. I think it is by a composer for Smallville, called Louis Febre, since I followed a link for his music and it brought me here.

That's a very optimistic theory, but I'd say it went more like this:

Lionel was a horrible man, a true "villain", and then he became Clark's oracle by fate. Jor-El didn't "choose" him but it was more an accident. Then Lionel was still planning to exploit Clark, but he became closer to him and Martha and began to be inspired by how Clark used his powers only to help people. That coupled with Martha's willingness to forgive him made him want to be a different man. He BECAME a hero in the end.

That's because Lex barred those presidents and kings. More insult to injury, if you ask me. He's basically kicking dirt on his old man before Clark can scatter it over his coffin. This can be interpreted as symbolic of Lex and Clark. With Lionel's burial, so too is buried the final remnants of what was once a strong friendship. A friendship completely eradicated by each other's need to protect respective secrets at the cost of basic trust. Of course, in all fairness, Clark never spied on Lex.
