The same can be also achieved with Sony Vegas by using 3D layers.

BTW. I deal with graphics and I've seen many tutorials on youtube; so far, this tutorial video is the most qualitative and most professional by far.

It is not all japanese. Check there again carefully !!

Try to go to the page that I already explain , you'll see the making video.

I just put some pics of clouds in 3d, then moved the camera through them.
