I think he was jealous because God forgives every human being, no matter what evil deeds they commit during their lifetime. As long as they truly believe and repent their sins, they will be saved. I think there are harsher rules for angels. ;-)

@j4ckblade it also makes sense during the scene where Gabriel is talking to Constantine by the fire place. I mean in the grander scheme of things it makes sense interesting dialogue in that scene
