Full disclosure - I go to MSU. But NCAA rules say that the refs must go by the clock on the backboard, as one of the refs stated after the game. He clearly did not get the shot off in time according to that clock. I honestly think Wisconsin just has the shittiest luck in the world when it comes to last-minute plays.
