they put " oh look it stopped snowing" because they wanted to make the lyrics into present tense, not because they ran outa things to say. The lyrics is paul banks speakin to his friend about another friend who was a criminal, so when he says oh look it stopped snowin, its just there to make the dialoge clear that paul is having a conversation with someoneelse, look at it again and u"l see what i mean
The part that confuses me is "oh look it stopped snowing". I think when they were writing the lyrics, it was snowing, and they reached this part of the lyrics and they didn't know what to say, so they looked outside and it had stopped snowing, so they put that into the lyrics. I think their style of lyric-writing is just a kind of "stream of consciousness" method where they just say random thing that comes into their minds
