The song is most likely a metaphor for Paul Bank's dark side, which he has decided to disguise as Jack the Ripper. The character is "growing on him". The title of the song might also be an amalgamation of "Ripper" and "Poland". Also, it's said that the real Jack the Ripper used to ask people for the time. As the song says, "He always took the time".

The song is likely a giant metaphor for the songwriter's inner dark side, which he has decided to personify in the form of Jack the Ripper. Banks hems and haws secretely liking it and how it grows on him.

The lyrics is paul banks speakin to his friend about another friend who was a criminal, so when he says oh look it stopped snowin, its just there to make the dialoge clear that paul is having a conversation with someoneelse, look at it again and u"l see what i mean
