You need to modify your console. If you have a modded Wii, then sure, GH3 customisation is possible. Check Score Hero.

Well most people install a modchip, but if you don't want to do that it's possible to modify it by just opening the lid and tinkering with it.

You also need a special disc to trick the PS2 into playing burned DVDs. Search "Swap Magic" on Google.

Well technically it's not illegal, you decide if it's illegal or not by using legitimate material. If you've "chipped" the PS2 it's not illegal to play burned discs as long as you don't distribute them...

Depends on what model of PS2 you have. You don't necessarily need a modchip but you do need to open your PS2 and tinker with it, which voids your warranty.
