The slowdown is intentional so it would be accurate to the arcade machines this game is portraying. Seriously, if the Wii actually had trouble with this, it would explode on Wario Land Shake it and especially GGXX Accent Core. Even if it wasn't this is NOT a 16 bit game. The SNES would not have handled this, neither would anything else out during that period.
The sound system that the arcade Gradius 3 used is also being completely emulated in this game as well on top of that.
you run it on a pal system, don't you? :)

Wow, Konami, you made a 16 bit game for Wii and it has slowdown. It's a damn shame cause everything else about it looks dope, but I won't buy this.

Obviously the Wii hardware is the limiting factor here. Being only 50% as powerful as a SNES is great for profits, but the consumer takes a big hit.
Personally I'll hold out for the vastly upgraded Game Boy Advance version.
