No he's not. He's holding the triplets that make the poly-rhythm for the song. Listen to the original song, the bass is doing the same thing in the background.

Nope. It's more apparent during the bridge because the orchestra isn't overpowering the bass. That happens a lot in modern rock, the bass is playing the same thing as everybody else and then they complain that there's no bass on the album. Especially the show Plant and Page did with the Morrocan (sp?) Orchestra. The bassist is playing the exact same line as you hear here.
