The speed is dependent on the distance (and therefore time) between key frames on the time line. To speed up motion, move the start motion key frame and end motion key frame closer together. To slow it down, move the key frames farther apart.
Once you place a key frame on the time line you can click and drag it to another point along the time line.

Yea. Actually. Being a new Vegas convert, I find this trivial stuff easier in Vegas too, But, it can be done in Premiere.
