Why hasn't Michael Andretti / Andrett-Green promotions done something about this place? Are they worried it can't draw?

Because it was bought by ISC (Nascar) and they tore it down.

Yea, apparently its going to become a housing development. You can thank Nascar for this. The only track similar is maybe Walt Disney World but I don't see Indycar going there for a while because they already have 2 Florida races.
