Everything mentioned doesn't make sense. It looks like someone decided not to ask a physicist with some minor expertise with radio waves. Like a 10th grader. How can it bounce off the atmosphere and also go through it at the same time? What are 'extra low frequency' compared to what? The wavelength of a 30MHz radio-wave is 10 metres, how can that effect someones brain which is on the order of 0.01 metres? There is a 3 order of magnitude error there.
