I'd like to know what prompted them to pull him from his car. What did this guy do to get so many Cops on scene? I don't see enough information to say anyone is right or wrong. I will say that the K9 Officer -pulled- the dog loose as opposed to giving the dog the command to release. But then - it could very well have been deserved.
