@faisal3ziz for your video card fan problem: it means your fan is failing and you need a new one or you need to apply new thermal paste. I HIGHLY recommend that you take it to someone who know these stuff if you are unsure on how to do it. Now for the second question: The more fan speed, the more cool your system stays especially under stress like gaming but it also means more noise. More RPM, more noise. Better clean your computer for dust and keep it in a room neither hot or cold.

@MrUmairG I saw in some BIOS, that the H/W Monitor or Hardware Monitor is in the Power option in BIOS. BIOS --> Power --> Hardware Monitor You can try that if it works....

lol you got issues bro i got 6 fans in my case running 100% 1 on my hard drive is a 2000 rpm fan and my cpufan is a constant 2500 rpm and i have to keep it so or else it idles at 50 degrees celsuis from my overclock
@Bakic82 when I play CPU or my water coolers fan switches to the maximum speed, I suggest to be careful of what you are doing. Better a bit more noise than burned CPU.
Also ppl should know if your fan isnt cooling your CPU it could overheat and get fraged. Proceeeeeeeed with caution! And i would not suggest this for AMD rigs as they tend to run a little hotter then Intels. Good luck.
@patton446 I don't think so, the default setting for fan is 100% meaning you can only go down. You have to buy fan with higher rpm to increase fan speed
@Scroby21 it depends, if its too noisy for you - its bad, but remember, be sure of what you are doing. Do not decrease fan speed if this can harm your CPU or other PC components.
@EpicNam3 the water cooler i use has great potential, even I reduced cooling fan's speed it still keeps my system cool and silent. I recommend to use quality thermal grease (I use one with silver particles) at H50 cooling element's copper plate and not to rely on factory grease layer it is just a crap.
@emilmth Perhaps this tool is called in a different name OR It's also possible that your specific BIOS does not contain the tools to do so. An alternative is to install a Windows program like SpeedFan or similar software.
