I think that tank can hold more than 200 liters, so it is the right size for an eel. They don't need a HUGE tank, as they don't move much. Eels just ambush any fish that is unlucky enough to pass through the holes they live, stun them and enjoy a feast.

Also, they spend most of their time inside a hole roughly the size of them. And it isn't forced by any way to produce electricity, it does it unconsciously.
