There's a reason why waterboarding was invented by psychologists, and that is because it's psychological torture, not physical. The average detainee being "tortured" isn't just your average Achmed the camel farmer, he's a suspect; someone already caught redhanded doing something of violent, dangerous nature, or plotting to do so.
Dumping a little water on someone's face to get some valueable information is nothing compared to what radicals of any creed, race, or religion are willing to do and have done to get their intel.
