Um,He knew first step of that jutsu (Rasengan),but it's A-rank jutsu,so he has to made it more effective...and bring it to S-rank jutsu or even more then that...Nature Manipulation is the second step of jutsu,and that's when user put element in his jutsu...such as Kakashi done with Raikiri...It's Lighting element...
