Again, there is an extremely high precentage of non hippies who do drugs. Most druggies aren't even hippies anymore. Go to any high school or something of the sorts, and you could see that.
And yes, it is a form of culture. It is an independent sect. that contains ways of life and such that are differant than others. Saying hippie culture is not a culture is like saying ghetto culture is not a culture, or emo culture, or any other social culture that has emerged in modern times.

@SoTellMeNowDear No its "culture" is based on Druidism, Shaminism and Native american religions. Nothing about it is its own culture. The ghetto isnt a culture, its a poor neighborhood or hoods that are oppressed or kept poor either by there own doing or the governments.
Culture is something passed down through ancestors to teach responsibilities, respect, independence and idealogies in life.
Native americans have culture, hippies do not.

Emo culture is based on Grunge, Goth, and Punk. Middle Eastern culture is based on Islam, Christianity, and other influences.
To say cultures can't be a result of mixes is both an illogical, and stupid point.
Culture has many definitions. One of the definitions given by Alfred Kroeber was the set of shared attitudes, values, goals, and practices that characterizes an institution, organization or group.
Pretty much, proving hippies can have their own culture.
