in ur context Dari is automatically the National Language because in the north (Mazar, badakhshan, baghlan, jowzjan) in the center(kabul bamiyan, and etc...) in the west (herat ghor badghis and etc...) all speak Dari and in the est 100 % understand Dari while Laghman is 40 % orginal Dari speaker!
it dosn't matter they undestand Dari. by understanding language it will not become official only 12% ppl can speak dari and they are tajiks the rest are auzbic, hazara,nuristani, fashai, etc, the best thing is to understand read the afghanistan constitutions which can helpe you. other ways you will break the law. even myself not pashton. but i do respect the afghan's law.
The Constitution says Dari and Pashtu are two official languages, there is no such thing as NATIONAL language. Everybody's language is national to them.

Hazaras are native Dari speakers. You probably live outside Afghanistan thats why Bekhabar.
If you come to Afghanistan in entire North, West, Central NOBODY can speak a word of Pushtu but only Dari

.POKHTO is the mother language of afghanistan and hazaras tajiks uzbaks have to learn pokhto when they wanna live in afghanistan.

85% of AFghanistan can understand and speak Dari!
