@TheYazzed Its just a gradient, go to Layer > New Fill Layer > Gradient > Change The Colors on the left and right to light grey and dark grey, then make sure the gradient is a radial gradient. If you want, you can make another marker, in the middle of the two colour options, and make it a grey that is in the middle of the two greys. :)
