What's the difference whether it is issued to residents or non residents? It allows those who live in states with poor reciprocity or otherwise can't get a permit from their own state because of ridiculous requirements and/or local sheriffs not issuing permits because they simply don't like people lawfully carrying.
Throughout the interview, Gunn exhibited behaviors (excessive blinking, halting speech, not looking at the camera, etc.) consistent with lying. Like most in the gun-control movement, he knows that everything he says is untrue.

Everyone who applies must go through a background check. They take fingerprints as well. ONLY law abiding citizens will get a CCW. The criteria is strick in order to get one. Therefore, anyone who doesn't have a clean background cannot have a CCW.
I feel a lot more safer when I know that law abiding citizrens can carry a concealed weapon.
At $65 a permit it would seem they are making a profit. 40,000 X $65= $2.6 Million. Is that not a gain? How do Utah taxpayers have a cost? They make money.
As far as Im concerned I should be aloud to have a fully automatic shotgun for self defense. The government has already taken away our right to bear arms in a sneaky way. The whole point of right to bear arms was for a state militia. But when you think about it, an armed state militia obeying the new laws would stand no chance. We need to do something to take back the rights that have been taken away. It's ridiculous.
So what really he (the top guy) is saying is that he against guns because regardless of any permit being issued... if people are buying guns there is chance that it could be stolen or illegally used. The same would hold true for the sale of an automobile. And far more cars are stolen and far more killed with cars than guns.
