This bridge was actually the only 3rd canal era swing bridge over the fourth canal, still in use when the fourth canal opened, in 1932, and it remained operational until the closing of the downtown Welland section of the canal in 1972!
ya it is kinda pointless, but I think it's there more so incase somebody were to get seriously hurt or killed doing stuff on that bridge, then CP or Trillium wouldn't be in any legal trouble since they put the gates there to try and prevent it.

As far as I know CP still maintains those tracks for Trillium.
