The idea that you take a neophyte aviator and put him/her into a water enviroment makes the basic misson statement of the company's founder more complicated than it needs to be.

This won't work if more than a few people get these, planes need an altitude designation from a tower or they crash into each other. These things are obviously not going to get designated altitudes .... crashes.

I could work, but hardly any way to police it unless there is a device that will send the "Air Police" altitude and direction stats of each and every plane so that if someone breaks a rule then they get fined, even if nobody sees them break it.

most planes fly well with the engine off, each pilot just needs experience doing it. With this slow flying plane, it should be easy.
