I doubt Ray will ever read this, but you missed 2 rebels. One is in the first building on your right with the 2 guys in the beginning of the level. He's behind the desk. The other is around the corner in a room to the right after you kill the 3 guys when you exit the building. The light that illuminates from the rebels is visible over debris in the doorway from the last hallway where the guy caught you off guard.
