I think this is more about a certain subject found in a book called On Killing. It is a well known fact that through history normal people in war wont kill anyone. They are more likely to shoot over there head or miss on purpose. In the civil war lots of rifles were found that were loaded several times. Our military conditions us now with human shaped targets and this problem rarely happens to pilots so they are very effective in modern war.
