I think its funny how a pairing can be created by just a few meetings like when Kakashi gave Iruka his dog Pakkun to track down Mizuki in one of the mini arks after the Sasuke Retrieval Ark where Iruka blushed as Kakashi smiled to him, putting Pakkun in his hands. Episode 143-Iruka comes into Tsunades office to report in and sees Kashi they greet each other and say something about being busy then he loans him Pakkun to which Ruka seems shocked by the gesture. In 146 Pakkun and Naruto are watching Iruka and Tsubaki talking and Pakkun ask about her and Ruka and Naruto says she's Mizuki's fiance so Pakkun notes that Ruka is single. I doubt that he wouldn't know if they were together it's unlikely that they would be.
