from what i understand, the Chinese own consumer debt in the US. But thats only happened because US capital is occupied elsewhere,investing in developing countries on a much higher return rate, and profit margin, to bother with lending to its own citizens.
The US still owns most of the world, it can easily turn its money back in to buy unproductive, and poorly yielding american domestic consumer debt if it wanted to. But why would it when it can make massive profits elsewhere?

The United States government owes other countries, China and Japan chief among them, hundreds of billions of dollars. This is why: the other nations buy US treasury bonds with a fixed interest rate. This requires the US to pay those other nations the purchase price plus a percentage of the principle. When the US has a budget deficit, it just issues more treasury bonds (which it must pay back with interest later) and falls deeper into debt.
