I'm not so sure about this privatization fetish.

If we really want to transform the way we use/generate energy, why not have a massive WPA type project that trains THOUSANDS of installers who will put solar on ever roof that can handle it AT COST!!! And with no interest financing at a rate that would have the expense paid for in 8 years....just about the break even point vis a vis energy savings.

This employs many, helps manufacturers and improves GW/environment.

FDR had it right in the 30's.
