I saw a vid comparing both and they turned out to be exactly the same at max level (torva overloads turmoil)

if you arent maxed and you only do bandos get a longsword

if you are maxed and/or you want to do other stuff get the rapier because it is the best weapon for nearly everything.

(as long as you are not maxed longsword is better)
