In 1994, when Hutu genociders left Rwanda towards Congo, they were protected and armed. Rwanda never pursued them into until they threatened to attack Rwanda from Congo. At that time, Rwanda still in fresh wounds of genocide, had to do what it had to do, to silence those evils.

@eriblood. It's due to resources. The masses and their policymakers in the West think that there can only be a limited number of people in the middle class. For that reason the "overpopulation" myth is all over, esp aid agencies.
The truth is, population density and consumption use per capita is very low. The density is much higher elsewhere, and per capita consumption is ridiculously high (and exaggerated) in the West. Much of the resources used just ends up in the garbage dump.
