"Jet" rank just needs a high count of points. Usually 35,000 on this stage, but sometimes 50,000 depending on the level.

High Grafitti rating gets you more points from tags in exchange for not being able to hold as many Spray Cans

"Uki-Waku" feeling is most likely untranslated Japanese onomatopoeia which is probably related to a beating heart.

Heh, you thought this level was annoying with tear gas, check out Benten-cho.
