It looks like Paul Dini has been watching Resident Evil Apocalypse movies. The whole idea of a walled off city to contain zombies and then nuke it to cover it up, only this time it's prisoners and protocol 10 is to wipe them all out with missiles and repeat this process in Keystone and Metropolis to get rid of crime once and for all. Something Hugo Strange says Batman could never do.

Part 3 should be Batman: Wayne Manor. Imagine all the villains who do know his identity come to take over and you get to explore the caves below and the entire giant ass mansion of Wayne Manor, chase sequence in the courtyard. Honestly, I can't see them going the Gotham City route. Rocksteady themselves said they don't do Sandbox games. This is the next logical step.

@GuitarEXman i wonder how far he has come in this game. he said that he completed it in 8-9 hours and what i have counted his minutes from the gameplay, so he have approximately 5 storymission hours, so i guess theire is a cliffhanger coming soon... :)
