However, the story is very different from those games, and there's a LOT of video editing involved, after the raw footage was created.

If you smash up a sponge into individual cells, it will eventually reform into a sponge. My theory is that some Borg, once having been Borg, want to return to being Borg. So they began to coalesce into an another collective.
She didn't turn them all into individuals. When the Queen was killed and the virus sent throughout its more likely that they adapted within hours. But within those hours billions of Borg would have died.
next gen finishes near the start of ds9,, and then like season 3 of ds9, voyager leaves ds9 and heads into the badlands. so effectively voyager starts around 3-4 years after the end of TNG... and then enterprise came along and screwed everything up!
Borg War was created using $200 of commercially-available software. It took one person (me) about 18 months, spending an average of 2-3 hours a day. Based upon what I generally make, that would be a budget of about $165,000. However, since I just would have been playing computer games anyway -- and would have bought the software anyway, effectively the budget was $0.
