The reason why it seems to me very unlikely that Elton is lip-syncing here is because I've seen him perform when his voice started to fail him later in his career, and he definitely wasn't lip syncing then. It's against his morals as an artist to lip-sync.
And remember, he's at the prime of his career in this video. That's why it seems "too perfect".

Elton always sings live. Always. Even when his voice is not 100 percent.
The video is slightly out of sync, so that might be why it looks like he's lip syncing.
