I think graffiti never become legal for everybody, because of these assholes who paint everywhere they just see.

I know that graffers who are really talented, never do that shit. They use these spots which ruin the city view, and they paint over it and it looks at least better. And often they do it legal, City government allow to them to paint the correct spot. Also they paint few old, bad looking buses and them look cooler now.. It's my city's best graffiti team!
