Posse Comitatus is a law in the U.S. which forbids the federal government using armed forces as police, i.e. with arrest and detention powers over civilians. Many are currently advocating use of more National Guard troops in Border Security, for example, but it is only legal if they work with civilian Border Control to do the actual arrests. In the world of DE:HR its suspension is very likely to have happened. Not sure about the Montreal connection unless PICUS is also interfering in U.S. law?

That item was unexpected, but what you didn't read was that it could only be used once. There's apparently a lot of bonus things you can get depending on how and where you ordered, including a 15 minute bonus mission.

@FrozenFoxy Yes, it was the "automatic unlocking device". (It only appears if you pre-order the game through certain retailers.)
