I was in the Marines and I was stationed at an airbase. What those people were doing in that field is known as a FOD walk. FOREIGN OBJECT DEBRIS is what the FOD stands for. You stand in a line an arms length apart and pick up debris so that it doesn't get sucked up into a turbine engine.
