Best english band out of asia? WHC and Onsa are great bands...i used to play them on my college radio show @ SFSU, but ya'll should check UP DHARMA DOWN from Manila. Sweet stuff.

they were pretty impressive, but there is one that to my mind was greater, ONSA from japan. WHC happen to be friends of mine- josh and Ephraim anyway, but I heard Onsa and was shaken. try typing 'ONSA HTM' into the youtube search bar above.
