What league do you watch? If the player makes an attempt to let up and THEN jumps, it's not. But 99% of the time when a jump happens it is because the player has elected to jump instead of brace for the impact.

As a ref, whenever you see a jumping hit, you gotta be aware of whether or not the player let up. If not, it's charging.
