you might try volunteering at a local shelter, or fostering dogs that are in need of permanent homes before you make the leap into a rescue organization. Hell, dropping off a couple bags of dog food and other such supplies at a shelter is a good step towards helping shelter dogs.

The comment Darthbelal suggested is an excellent one. Because if you start volunteering, you will become more and more familiar how the process works and even learn of rescue orginizations you could also work with to learn... A rescue org. is something that develops off of something else, like experience and knowing people... that comes from previouse volunteer experience.
