Actually the 21 gun Salute and the Volleys fired at Military funerals are two different things. The 3 volleys fired at a funeral are not a salute, but a funeral custom. It was dervived along time ago when they believed that the vollys fired would scare evil spirits away from the grave.

The rifle squad at funerals doesn't necessary have to be comprised of 7 rifles...so 21 reports are impossible.
