-facepalm- Just enable console and press ~. Or right click Left 4 Dead on Steam, and go to set launch options or something like that, and type "-console". That makes it appear as soon as you enter the game. After that, it should work pressing ~.

you forgot to activate the developer console. Go to options, keyboard, and enable the developer console. Then you press the tilde (~) key. It should work universally because I am also in the U.S.

Also, if you own a server, and know how to use Rcon, you can type in console (when connected) "rcon_password *****" replacing the *'s with your password, and then type "rcon sv_cheats 1" **Server cvar sv_cheats changed to 1** then type "rcon (something)".

Or you can type: rcon z_spawn (name)
