No actually. the powerline is earhed at the telegraph pole or pylon. So that when a short occurs current is directed there. Obviously if you grab the end yes you will be electrocuted as your body is a far better conducter.
Now if the cable lands on a conductive surface such as soil, grass or water then again the current will be directed there, but in a case such as this where the cable lands on concrete the current is absorbed via the cable structure earthing system.
